Attorney Choi Young Chan is an expert in education and personnel matters, with 13 years of experience at the Ministry of Education, the Teachers' Appeals Review Committee, and the Anti-Corruption & Civil Rights Commission.

Attorney Choi passed the 45th Korean Bar Examination and completed the  Judicial Research and Training Institute as a 35th cohort. During his tenure at the Ministry of Education, he worked in the School Policy Division, which oversees primary and secondary education policies, and the Higher Education Policy Division, responsible for higher education policies. This experience provided him with a comprehensive understanding and expertise in educational policies and systems.

During his career, he was involved in various matters, including matters concerning i) refusal to reappoint teachers, department closures, and teacher dismissals; ii) disciplinary actions against teachers and public officials, and dismissal from positions; iii) private school restructuring efforts, such as department consolidations and mergers or acquisitions of school foundations, iv) private school disputes, including the cancellation of approvals for private school executives (e.g., directors, auditors); v) licensing and permit-related matters, such as the establishment or closure of schools and changes to private school property; vi) designation or cancellation of designations for special-purpose high schools, autonomous private high schools, and specialized middle schools; and vii) high school and university admissions.

He has also successfully handled cases viii) challenging charges for school site contributions imposed on redevelopment associations, ix) related to teacher rights violations and child abuse, x) school safety incidents (damages claims) and school safety insurance compensation matters, and xi) correction reports filed with the press Arbitration Commission.

Attorney Choi has authored multiple operational manuals for the Teachers' Appeals Review Committee, delivered numerous internal and external lectures, and published a master's thesis titled A Study of the Legal Principles on the Review of Reappointment of University Faculty Members. With a profound understanding and expertise in education, Attorney Choi offers optimized legal solutions in areas such as private school restructuring, faculty personnel actions arising from such restructuring, and school corporation asset management.
